There's this one Cheech and Chong movie they play over and over on comedy central, and in it, the guy who plays peewee herman makes a camio as a crack addicted looney, which makes this PSA so very much ironic.

Mostly, the humour is in the remixture of scenes to create new, often absurd interpretations of the film's material. Quite often the idea is to highlight the more inane aspects of the film, which is why you see so much repetition ("Larry and uh," "I'm an American"). The additions that are made, such as the farts and the guy from the "f*ggot" PSA, really just enhance the irony. The farting is often used to undermine the seriousness of a given scene (though in this site it's more of a liberty taken).

I just find the ridiculous and overly harsh screams of the guys in the PSA sites funny, its absurd and that is what makes it funny to me; additionally the fact it played on TV right after school makes it all the more ridiculous. Also it was a damn funny Simpsons scene.
